CUSTOMER SATISFACTION • Implement a new point-of-sale (POS) system and expand reservations to include day use areas, cabins, and registration options for field trips and events. • Update the Recreation Program Plan to expand and enhance recreational opportunities at regional parks, historic sites, and nature centers. • Develop educational content aligned with state educational standards, supporting student learning outcomes, and fostering community connection and stewardship. • Enhance District-wide communications strategy to unify outreach, storytelling, branding, and community messaging. FINANCIAL SUSTAINABILITY • Continue implementation of long-term financial sustainability strategy addressing aging infrastructure, deferred maintenance, and planned expansions. • Develop long-range financial strategies, including establishment of endowments where appropriate, to support open-space management and park development functions. • Conduct program presentations to the Parks Foundation to increase awareness, strengthen alignment, and guide strategic financial support for District programs. • Develop and maintain a pipeline of Capital Improvement Plan projects and grant opportunities, coordinating with internal and external partners, to advance and secure sustainable funding strategies. OPERATIONAL EFFICIENCY • Establish and implement multiple multi-year purchase agreements for goods and services that leverage volume purchasing, standardized specifications, and competitive bidding to reduce overall costs, improve pricing stability, and streamline procurement processes across the organization. • Develop and implement standardized procedures for tracking, documenting, and analyzing accidents and incidents to strengthen accountability, improve safety, and support data-informed decisions. • Implement an online submission system for planning support requests (real property, grants, planning, CIP) from internal staff and external partners. • Develop a comprehensive heavy equipment replacement plan to ensure reliability, cost efficiency, and uninterrupted operations. • Update standards for camp hosts, caretakers, and employee housing that align with District needs and improve consistency. • Implement a Centralized Maintenance Management Software (CMMS) to streamline maintenance District-wide, to strengthen accountability, improve safety, and support data-informed decisions. EMPLOYEE INVESTMENT • Develop and implement an onboarding and annual training plan for maintenance and operations staff to ensure consistent skills, safety, and standardized practices. • Provide staff training on California Environmental Quality Act (CEQA), including dealing with historic properties, and the planning process to strengthen internal expertise and improve project outcomes. • Elevate staff recognition and showcase outstanding professionals in parks and recreation by actively pursuing national and state award opportunities. ENVIRONMENTAL SUSTAINABILITY • Expand biological expertise, staff education, and ecological support across teams. • Develop a plan to electrify small outdoor power equipment to reduce emissions and support a more sustainable Park District. • Establish a native seed farm for bulk seed production to support restoration. • Develop standardized project specifications that support sustainable, efficient site design, including renewable energy and appropriate infrastructure choices to improve long-term environmental outcomes.

PROJECT MANAGEMENT DIVISION • Strengthen project delivery and transparency by implementing the Capital Improvement Program (CIP) Policy, CIP Standard Operating Procedures, and Planning Ticket System to improve recordkeeping, accountability, and public communication. • Improve access to infrastructure records by establishing a digitized plans and blueprint management system and file-sharing process that supports maintenance, project planning, and operational decision-making. PLANNING DIVISION • Advance the completion of the Gilman Ranch – Stagecoach Stop Park project by developing a revised implementation strategy that aligns with available funding and grant requirements. • Strengthen long-term capital planning by completing condition assessments and infrastructure inventories for priority facilities through the Long-Range Facilities Master Plan. • Improve public communication and transparency for planning and capital projects by providing timely project information, status updates, and community outreach. • Advance the preservation and development of the Trujillo Adobe by finalizing the Master Plan and progressing through design, environmental review, permitting, and subsequent implementation phases.

FINANCE • Enhance financial transparency and decision-making by expanding the use of interactive Power BI dashboards to provide real-time insight into budgets, capital projects, attendance, payroll, procurement, and key operational metrics. • Improve capital project budget oversight by implementing centralized tracking tools that improve monitoring of expenditures, funding sources, reimbursements, and project cash flows. • Improve inventory management and accountability by establishing standardized policies and procedures, including best practices for tracking, controls, and reconciliations for retail merchandise and maintenance supplies.

SATISFACCIÓN DEL CLIENTE • Implementar un nuevo sistema de punto de venta (POS) y ampliar las reservas para incluir áreas de uso diurno, cabañas y opciones de registro para excursiones y eventos. • Actualizar el Plan del Programa Recreativo para ampliar y mejorar las oportunidades recreativas en parques regionales, sitios históricos y centros de naturaleza. • Desarrollar contenido educativo alineado con los estándares educativos estatales, apoyando los resultados de aprendizaje de los estudiantes y fomentando la conexión y gestión de la comunidad. • Mejorar la estrategia de comunicación a nivel del Distrito para unificar la divulgación, la narración, la imagen de marca y el mensaje comunitario. SOSTENIBILIDAD FINANCIERA • Continuar la implementación de la estrategia de sostenibilidad financiera a largo plazo que aborde infraestructuras envejecidas, mantenimiento diferido y expansiones planificadas. • Desarrollar estrategias financieras a largo plazo, incluyendo el establecimiento de fondos de dotación cuando sea apropiado, para apoyar la gestión de espacios abiertos y las funciones de desarrollo de parques. • Realizar presentaciones de programas a la Fundación de Parques para aumentar la concienciación, fortalecer la alineación y guiar el apoyo financiero estratégico para los programas del Distrito. • Desarrollar y mantener una cartera de proyectos del Plan de Mejora de Capital y oportunidades de subvenciones, coordinándose con socios internos y externos, para avanzar y asegurar estrategias de financiación sostenibles. EFICIENCIA OPERATIVA • Establecer e implementar múltiples acuerdos de compra plurianuales para bienes y servicios que aprovechen la compra por volumen, especificaciones estandarizadas y licitaciones competitivas para reducir costes totales, mejorar la estabilidad de precios y agilizar los procesos de adquisición en toda la organización. • Desarrollar e implementar procedimientos estandarizados para el seguimiento, documentación e análisis de accidentes e incidentes con el fin de fortalecer la responsabilidad, mejorar la seguridad y apoyar decisiones basadas en datos. • Implementar un sistema de presentación en línea para solicitudes de apoyo a la planificación (bienes inmuebles, subvenciones, planificación, CIP) por parte del personal interno y socios externos. • Desarrollar un plan integral de sustitución de equipos pesados para garantizar fiabilidad, eficiencia de costes y operaciones ininterrumpidas. • Actualizar los estándares para anfitriones de campamentos, cuidadores y viviendas para empleados que se ajusten a las necesidades del Distrito y mejoren la coherencia. • IImplementar un programa Centralizado de Gestión del Mantenimiento (CMMS) para agilizar el mantenimiento a nivel del Distrito, fortalecer la responsabilidad, mejorar la seguridad y apoyar decisiones basadas en datos. INVERSIÓN DE EMPLEADOS • Desarrollar e implementar un plan de incorporación y formación anual para el personal de mantenimiento y operaciones para garantizar habilidades coherentes, seguridad y prácticas estandarizadas. • Proporcionar formación al personal sobre la Ley de Calidad Ambiental de California (CEQA), incluyendo el tratamiento de propiedades históricas y el proceso de planificación para fortalecer la experiencia interna y mejorar los resultados del proyecto. • Elevar el reconocimiento del personal y destacar a profesionales destacados en parques y recreación buscando activamente oportunidades de premios nacionales y estatales. SOSTENIBILIDAD AMBIENTAL • Ampliar la experiencia biológica, la formación del personal y el apoyo ecológico entre los equipos. • Desarrollar un plan para electrificar pequeños equipos eléctricos exteriores con el fin de reducir las emisiones y apoyar un Distrito de Parques más sostenible. • Establecer una granja de semillas autóctonas para la producción a granel de semillas que apoyen la restauración. • Desarrollar especificaciones estandarizadas de proyectos que respalden un diseño sostenible y eficiente del lugar, incluyendo energías renovables y elecciones adecuadas de infraestructura para mejorar los resultados medioambientales a largo plazo.

OBJETIVOS DEL PROGRAMA
DIVISIÓN DE GESTIÓN DE PROYECTOS • Fortalecer la ejecución y la transparencia del proyecto mediante la implementación de la Política del Programa de Mejoras de Capital (CIP), los Procedimientos Operativos Estándar del CIP y el Sistema de Boletos de Planificación para mejorar el registro, la rendición de cuentas y la comunicación pública. • Mejorar el acceso a los registros de infraestructura mediante el establecimiento de un sistema de gestión de planos y planos digitalizados y un proceso de intercambio de archivos que apoyen el mantenimiento, la planificación de proyectos y la toma de decisiones operativas. DIVISIÓN DE PLANIFICACIÓN • Avanzar en la finalización del proyecto Gilman Ranch – Stagecoach Stop Park desarrollando una estrategia de implementación revisada que se ajuste a los requisitos de financiación y subvenciones disponibles. • Fortalecer la planificación de capital a largo plazo mediante la realización de evaluaciones de estado e inventarios de infraestructuras para instalaciones prioritarias a través del Plan Maestro de Instalaciones a Largo Plazo. • Mejorar la comunicación pública y la transparencia para la planificación y proyectos de capital proporcionando información oportuna sobre proyectos, actualizaciones de estado y alcance comunitario. • Avanzar en la preservación y desarrollo del Adobe Trujillo finalizando el Plan Maestro y avanzando en las fases de diseño, revisión ambiental, permisos y posteriores fases de implementación.
DIVISIÓN DE BIENES INMUEBLES • Fortalecer la coherencia, transparencia y eficiencia en las transacciones inmobiliarias mediante la adopción e implementación del Manual de Procedimientos de Adquisición de RivCoParks. • Mejorar la eficiencia operativa y la toma de decisiones completando e implementando el marco actualizado de Autoridad Delegada, junto con plantillas estandarizadas. DIVISIÓN DE SUBVENCIONES Y CONTRATOS • Ampliar las oportunidades de financiación para las prioridades de RivCoParks identificando, impulsando y asegurando subvenciones para proyectos de mejora de capital e adquisición y la ejecución de proyectos actualizando la lista de proveedores de servicios profesionales precualificados y obteniendo la aprobación del Consejo para su implementación. FINANZAS • Mejorar la transparencia financiera y la toma de decisiones ampliando el uso de paneles interactivos de Power BI para proporcionar información en tiempo real sobre presupuestos, proyectos de capital, asistencia, nóminas, compras y métricas operativas clave. • Mejorar la supervisión presupuestaria de proyectos de capital mediante la implementación de herramientas centralizadas de seguimiento que mejoren el seguimiento de gastos, fuentes de financiación, reembolsos y flujos de caja del proyecto. • Mejorar la gestión y responsabilidad de inventarios mediante el infraestructuras de parques. • Fortalecer la eficiencia en la
COMERCIALIZANDO & COMUNICACIONES • Fortalecer la implicación y l a concienciación comunitaria mediante el desarrollo e implementación de una estrategia coherente de redes sociales a nivel de todo el Distrito que promueva programas, eventos, servicios y prioridades organizativas en todas las plataformas. • Ampliar la concienciación y el oportunidades de patrocinio y colaboración que impulsen programas, eventos comunitarios, educación, prevención de incendios y mejoras en los parques. • Fortalecer la identidad de marca RivCoParks estandarizando la mensajería, los elementos visuales y la narración en todos los canales de comunicación para promover una presencia unificada y reconocible en RivCoParks. • Ampliar el alcance y la accesibilidad comunitaria mediante difusión digital y impresa dirigida, campañas por correo electrónico, alianzas estratégicas con medios y comunicación multilingüe. EVENTOS ESPECIALES • Fortalecer las operaciones de eventos especiales mediante el desarrollo y mantenimiento de un inventario completo de equipos para eventos que mejore la organización, el seguimiento y la gestión de recursos. • Estandarizar la planificación y ejecución de eventos mediante el desarrollo de un Manual de Eventos Especiales que establezca procedimientos, requisitos y expectativas operativas consistentes. • Fortalecer la sostenibilidad del evento y el apoyo comunitario estableciendo alianzas a largo plazo con empresas y proveedores locales. apoyo a las iniciativas de RivCoParks promoviendo

SEGURIDAD • Mejorar la seguridad a nivel del Distrito mediante programas de formación modernizados y la provisión de instrucción presencial constante para fortalecer la preparación del personal y apoyar la implementación uniforme de los protocolos de seguridad. • Mejorar las prácticas de seguridad laboral evaluando las tareas especializadas y rutinarias para asegurar que el equipo de protección individual (EPP) adecuado sea identificado, disponible y utilizado de forma constante. • Fortalecer la gestión de riesgos y la rendición de cuentas mediante la implementación de procedimientos estandarizados para documentar, rastrear y responder a los informes de accidentes e incidentes de vehículos del condado. MANTENIMIENTO DEL DISTRITO • Fortalecer las operaciones de mantenimiento mediante el desarrollo e implementación de un sistema centralizado de gestión de mantenimiento a nivel del Distrito que mejore el seguimiento de activos, la planificación del trabajo, la elaboración de informes y la eficiencia operativa. • Mejorar la gestión de flotas y equipos integrando la tecnología GeoTab en todo el equipo auxiliar mediante un sistema centralizado de gestión de mantenimiento para apoyar el seguimiento y supervisión integral del mantenimiento. • Fortalecer la colaboración con la Gestión de la Flota estableciendo horarios de servicio proactivos y asegurando una documentación precisa de mantenimiento para todo el equipo auxiliar. • Mejorar la gestión de activos a largo plazo mediante el desarrollo de un inventario integral de mantenimiento diferido que distinga claramente las necesidades de mejora de capital de las necesidades de mantenimiento rutinario. • Aumentar la eficiencia operativa y la eficacia de compra estandarizando las prácticas de inventario en todo el Distrito.
PARQUES REGIONALES • Fortalecer las alianzas comunitarias y empresariales estableciendo relaciones con cámaras de comercio, organizaciones locales y empresas para aumentar la conciencia, apoyar eventos especiales y crear nuevas oportunidades de colaboración. • Aumentar la visibilidad y la participación pública desplegando personal y voluntarios en eventos locales para promocionar parques, programas y eventos especiales. • Estandarizar y modernizar las operaciones del parque mediante procedimientos coherentes, una mejor prestación de servicios e implementación de un manual operativo integral. • Mejorar la eficiencia operativa y las capacidades de campo mediante la implementación gradual de vehículos compactos utilitarios (UTVs) en los parques. • Ampliar los eventos especiales con tarifas para diversificar las fuentes de ingresos, aumentar la afluencia y mejorar las oportunidades recreativas en todo RivCoParks. SERVICIOS VOLUNTARIOS • Mejorar los servicios de apoyo para los anfitriones y cuidadores de campamentos mediante la implementación de un sistema eficiente de entrega de correo y paquetes. • Ampliar la participación y el compromiso de los voluntarios mediante una mayor implicación en eventos especiales, programas y oportunidades de servicio del Distrito. • Fortalecer la eficacia de los programas de voluntariado revisando y actualizando el Manual de Voluntarios para garantizar la precisión, claridad y alineación con las prácticas y expectativas actuales del Distrito. • Mejorar la eficiencia y la consistencia en la incorporación mediante procesos simplificados de reclutamiento, orientación y formación de anfitriones y cuidadores de campamentos. • Fortalecer el programa de retención de voluntarios mediante la implementación de una encuesta anual para recopilar comentarios e identificar oportunidades de mejora. • Ampliar la capacidad de voluntariado y la eficacia organizativa estableciendo un comité directivo de voluntarios que identifique nuevas oportunidades, mejore la coordinación y apoye iniciativas de ahorro de costes.
INTERPRETACIÓN NATURAL E HISTÓRICA • Estandarizar y mejorar la experiencia del huésped mediante procedimientos operativos mejorados, ampliación de la oferta de productos y un uso constante del software de gestión recreativa para ventas, registros y reservas. • Fortalecer la eficacia organizativa aclarando roles y responsabilidades, mejorando la comunicación interna y fomentando un entendimiento compartido dentro de la división interpretativa para apoyar la rendición de cuentas, la comunicación y el desarrollo del personal. • Mejorar la experiencia de visitantes y centros de naturaleza mediante mejoras estratégicas en interiores, mejoras de instalaciones y esfuerzos de modernización. • Ampliar las alianzas educativas y la divulgación comunitaria aumentando la participación con los distritos escolares locales y participando en eventos escolares y oportunidades de divulgación. • Mejorar la participación de los visitantes en los lugares interpretativos mediante la ampliación de elementos audiovisuales interactivos, exposiciones educativas, animales de exhibición y oportunidades de aprendizaje práctico.
