PROGRAM GOALS
PROJECT MANAGEMENT DIVISION • Strengthen project delivery and transparency by implementing the Capital Improvement Program (CIP) Policy, CIP Standard Operating Procedures, and Planning Ticket System to improve recordkeeping, accountability, and public communication. • Improve access to infrastructure records by establishing a digitized plans and blueprint management system and file-sharing process that supports maintenance, project planning, and operational decision-making. PLANNING DIVISION • Advance the completion of the Gilman Ranch – Stagecoach Stop Park project by developing a revised implementation strategy that aligns with available funding and grant requirements. • Strengthen long-term capital planning by completing condition assessments and infrastructure inventories for priority facilities through the Long-Range Facilities Master Plan. • Improve public communication and transparency for planning and capital projects by providing timely project information, status updates, and community outreach. • Advance the preservation and development of the Trujillo Adobe by finalizing the Master Plan and progressing through design, environmental review, permitting, and subsequent implementation phases.
MARKETING & COMMUNICATIONS • Strengthen community
REAL PROPERTY DIVISION • Strengthen consistency, transparency, and efficiency in property transactions through adoption and implementation of the RivCoParks Acquisition Procedures Manual. • Improve operational efficiency and decision-making by completing and implementing the updated Delegated Authority framework, along with standardized templates. GRANTS & CONTRACTS DIVISION • Expand funding opportunities for RivCoParks priorities by identifying, pursuing, and securing grant funding for capital improvement and park infrastructure projects. • Strengthen procurement efficiency and project delivery by updating the pre-qualified professional services vendor list and securing Board approval for its implementation. FINANCE • Enhance financial transparency and decision-making by expanding the use of interactive Power BI dashboards to provide real-time insight into budgets, capital projects, attendance, payroll, procurement, and key operational metrics. • Improve capital project budget oversight by implementing centralized tracking tools that improve monitoring of expenditures, funding sources, reimbursements, and project cash flows. • Improve inventory management and accountability by establishing standardized policies and procedures, including best practices for tracking, controls, and reconciliations for retail merchandise and maintenance supplies.
